They make it possible to identify existing competitive advantages\u2014natural, labor, intellectual, material, intangible, financial, and other resources \u2014 and to direct them toward achieving strategic objectives. Building sustainable competitive advantages requires well-defined methodological approaches that ensure the efficient use of limited resources and promote accelerated economic growth. This study develops the theoretical and practical foundations of understanding the role of strategy in securing the long-term socio-economic prosperity of regions. Its primary objective is to systematize the stages of developing and implementing regional strategies, drawing on the methodology of the Russian school of strategizing. Alongside methods \u00a0of analysis, synthesis, comparison, and generalization, the research applies the theoretical framework of Academician \u00a0V. L. Kvint. The article presents and details the stages of regional strategy development and implementation, illustrated \u00a0by the successful experience of creating and executing the Strategy for Socio-Economic Development of the Kemerovo Region \u2013Kuzbass (Siberian Federal District, Russian Federation) for the period up to 2035 and beyond. The findings highlight the role of strategy in balancing the interests of diverse regional stakeholders, thereby reinforcing its value as a tool for long-term development across Russian regions, including the Arctic. The novelty of this study lies in its in-depth examination of the practice of implementing regional strategies. The results provide a foundation for both applied research in regional strategic development and for uniting actors across the national economy to achieve greater economic and social efficiency.
