Abstract.<\/strong> This study examines regions whose territories are fully or partially classified as the Russian Arctic, with a focus on the methodology for assessing their financial stability. The relevance of the research stems from the fact that, under current conditions, the socio-economic development of Russia\u2019s Arctic regions depends on achieving an adequate level of financial stability. This includes the capacity to meet financial obligations, the ability to create conditions for expanded economic reproduction, and the ability to maintain an acceptable quality of life through internal revenue sources and development resources. The aim of the study is to develop a methodological approach for designing and substantiating sustainable solutions within the \u2018government\u2013business\u2013society\u2019 framework under existing financial and resource constraints. The research is based on two key hypotheses: first, that the \u2018government\u2013business\u2013society\u2019 conceptual framework can serve as a basis for assessing territorial financial stability; and second, that the selection of financial stability indicators can be effectively guided by the principle of reasonable sufficiency. The methodology integrates comparative, systems-based, correlation, and regression analysis. It also incorporates elements of management theory, including cybernetic approaches and matrix positioning, supported by both quantitative and qualitative assessments. Using the proposed framework, the study justifies a set of financial stability indicators aligned with the principle of reasonable sufficiency and develops a template for identifying the level of territorial financial stability. This approach is tested using data from Russia\u2019s Arctic regions over the period 2019\u20132023. Future research will focus on identifying and substantiating causal relationships among factors influencing the maintenance and enhancement of regional financial stability within a unified conceptual model.<\/p>\n
