Amid rapid technological progress and the emergence of new technological paradigms, existing planning methods, which have historically been focused on centralized power generation and the extensive expansion of transmission networks, require reassessment and refinement. The study proposes and substantiates a methodological approach to the formation and development of power systems in remote northern territories, grounded in the principles of adaptive flexibility, technological sovereignty, economic balance, resource efficiency, and technological innovation. Small modular reactors (SMRs) are identified as a key structural element in the transformation of regional energy systems. The integration of advanced domestic technologies into the energy system enables not only qualitative modernization but also the alignment of energy infrastructure development with the timelines for industrial development in remote areas. A distinctive feature of the approach is the integration of energy system planning with industrial and infrastructure development, with these considerations incorporated directly into the master plans for strategic support hubs and economic development zones. Such integration ensures technological and economic coherence and enhances the investment attractiveness of projects for future industrial consumers. The study demonstrates that deploying a diversified portfolio of domestic SMRs spanning a broad range of power outputs can significantly reduce the levelized cost of electricity (LCOE) compared with conventional diesel generation, while simultaneously ensuring technological sovereignty, near-zero carbon emissions, and reliable energy supply under extreme climatic conditions. The study’s findings are of practical significance for shaping national energy policy and developing corporate strategies in the Russian Arctic and can also be used to support investment decisions concerning energy infrastructure in remote and isolated areas.

Keywords: energy sector, structural transformation, strategic planning, small modular reactors, remote northern territories, levelized cost of electricity

For citation: Meshalkin V.
