Its theoretical framework draws on the work of Russian and international scholars addressing various dimensions of spatial economic development. A rigorous understanding of the processes and patterns underlying spatial development is essential for formulating effective regional development policies under conditions of uncertainty. The contemporary geopolitical and geoeconomic environment is characterized by continuous change and requires economies to adapt to evolving conditions. The Arctic economy is particularly sensitive to these changes due to the region’s distinctive characteristics. Against this background, the study aims to identify appropriate approaches to the spatial development of the Russian Arctic under current conditions. The article reviews four major paradigms of spatial economic organization: resource-industrial, cluster-integration, ecologically sustainable, and socio-innovative. The analysis identifies their key characteristics, objectives, policy instruments, and organizational models for the development of northern territories. The findings indicate that several major strands of theoretical inquiry into Arctic spatial development have emerged in contemporary scholarship. Russian economic thought has traditionally emphasized resource-industrial and territorial-integration models, focusing on the concentration of economic activity in “anchor zones” and the development of transport and logistics corridors. International scholarship, by contrast, places greater emphasis on sustainable development, environmental balance, and the participation of local communities in the governance of northern territories. The study therefore highlights the need for a hybrid, multi-level model of Arctic spatial development that integrates economic efficiency, environmental sustainability, and spatial balance. The findings may contribute to the refinement of strategic and sectoral planning approaches for the Russian Arctic.

Keywords: Arctic, spatial development, regional economy, sustainable development, Russian Arctic, comparative economic analysis, economic policy

For citation: Ivanova M.
