Abstract. Understanding how investment activity affects socioeconomic processes, particularly employment, is essential for identifying policy levers that can support the development of Arctic regions as they adapt to changing external and internal market conditions. The study hypothesizes that the relationship between investment activity and the number of employed persons is determined by the amount of investment per job, the ratio of their growth rates, and the alignment between the sectoral structures of investments and employment. The aim of this study is to develop a methodology for assessing the relationship between investment activity and employment across various types of economic activity in the economies of Arctic regions. The study employs methods of structural-dynamic and statistical analysis. The main contribution of the study
is the development of a methodological approach for assessing the relationship between investment activity and employment across different types of economic activity. The scientific novelty of the study lies in developing a system of indicators covering investment and employment volumes, growth rates, and sectoral structures, together with an assessment algorithm for evaluating the relationship between investment activity and employment from static, dynamic, and structural perspectives. The assessment is conducted by type of economic activity and based on established criteria. The proposed methodological approach was tested using Arctic regions as a case study. The relationship between investment activity and employment was assessed across the three dimensions, and economic activities in the Arctic were subsequently classified according to the strength of this relationship. The proposed approach provides a stronger scientific basis for the strategic development of Arctic regions, particularly for the formulation of investment and structural policies. Future research will focus on assessing the impact of intersectoral investment interactions on the socioeconomic development of Arctic regions.
